FBR Issues Directives for Inquiry into Suspicious Exemptions Certificates

The Federal Board of Revenue (FBR) has directed the field formations to investigate the issuance of suspicious exemptions certificates.

Sources told ProPakistani that the FBR has issued directions to large, medium, corporate, and regional taxpayers’ offices pertaining to the furnishing of reports on exemptions certificates issued under SRO 717(1)/2014 from withholding tax u/s 148 of the Income Tax Ordinance, 2001.

The SRO reads as follows:

“I am directed to refer to the subject and to state that vide SRO 717(1)/2014 dated August 7, 2014, the board specified the conditions and the manner for issuance of exemption certificates to the exempt import of raw materials from the operation of provisions of Section 148 of the Income Tax Ordinance, 2001 for industrial undertakings for their own consumption SRO 717(1)/2014 remained in the field till June 30, 2020, when the entire import-stage taxation regime was overhauled.”

The SRO, when in the field, mandated every Chief Commissioner Inland Revenue (CCIR) to furnish a report to the Board on the correctness, propriety, and validity of the Exemption Certificates (ECs) issued on a six-monthly basis. However, it appears that the CCIRs’ oversight on the process of ECs u/s 148 of the I.T.O. 2001 has apparently neither been at the desired level nor have the six-monthly reports been submitted, it added.

“Accordingly, I am directed to request all CCIRs to conduct an examination of all suspicious ECs issued by their formations during TY 2020 viz-a-viz the “conditions” and the “manner” specified in SRO 717(1)/2014 and furnish a report to the Board by August 31, 2021,” the SRO added.

PTA Authorizes Lucky Motor Corporation to Manufacture Samsung Mobile Devices

In accordance with Mobile Device Manufacturing (MDM) Regulations 2021, PTA has issued MDM authorization to Lucky Motor Corporation Limited for manufacturing of Samsung brand mobile devices.

The company had applied for authorization to set up a mobile device manufacturing plant in Karachi, Pakistan where it will manufacture Samsung brand mobile devices.

The authorization to manufacture Samsung Mobile devices in Pakistan is a landmark achievement and will further revolutionize the vibrant mobile manufacturing ecosystem in the country by ensuring the presence of major local and foreign players in the market.

This is possible only due to the conducive policies of the Government of Pakistan in its “Digital Pakistan” endeavor.

PTA has so far issued MDM authorizations to 25 foreign and local companies for the production of mobile devices (2G/3G/4G) locally. Mobile devices manufactured by these companies shall not only be sold in the country but will also be exported to other competitive markets of the region and beyond. The device manufacturing plants shall be instrumental in creating new job opportunities as well as enabling the affordability of mobile devices for Pakistani users.

Govt Approves Historic Package for IT and Telecom Sector

The government resolved the longstanding issues and approved massive incentives for the information and telecom sector on Tuesday.

The federal Minister for Information Technology and Telecom (IT&T), Syed Amin ul Haque met the federal Minister for Finance, Shaukat Tarin where the breakthrough was made.

While talking to ProPakistani, Minister, Amin ul Haque said, “I am pleased to apprise our industry that the Finance Minister has approved a fund to provide Cash Rewards to IT/ITeS companies against the trade surplus of their exports of products and services from Pakistan. This was a long-standing demand of P@SHA”.

He said that one percent of the IT/ITeS industry annual export remittances will be allocated to the PSEB every year to carry out HR skills development, capacity enhancement of IT companies, branding/marketing and business development, and establishment of software technology parks across Pakistan.

While commenting on the IT industry regarding the tax matters, the minister expressed his gratitude to Minister Tarin for agreeing to form a high-level, high-powered dispute resolution committee for the quick resolution of any tax-related disputes of the IT/ITeS industry.

He noted that the long-standing demand of the IT industry has been addressed, and stated that as per the directions of the Minister for Finance, the FBR will revise and expand the tax definition of the IT/ITeS industry in consultation with the IT industry to ensure the coverage of all the IT and ITeS sub-sectors.

He was also thankful to the Minister for Finance for agreeing to undertake steps to facilitate foreign-owned companies operating in Pakistan with outbound remittances, and the Advisor to Prime Minister, Razak Dawood, for supporting the proposals of the Ministry of IT&T.

Minister Amin Ul Haque added that the directions for the resolution of the profit repatriation issues for multinational technology companies had been given by Minister Tarin.

“These steps will help attract FDI towards Pakistan’s tech sector, enable high-worth job growth, and enhance export income for the country,” he remarked.

Additionally, steps for the Special Foreign Currency Accounts were agreed upon today to facilitate the opening of foreign currency accounts under the FCA regime for the IT/ITeS industry, startups, and freelancers.

Kamyab Pakistan Program to Bring 3 Million Families Out of Poverty

The federal Minister for Finance and Revenue, Shaukat Tarin, held a meeting with the Special Assistant to the Prime Minister (SAPM) on Social Protection & Poverty Alleviation, Dr. Sania Nishtar, at the Finance Division today.

The SAPM commended the Kamyab Pakistan Program (KPP) for providing relief to the underprivileged segments of society through better financial empowerment opportunities and affirmed full support and facilitation on the occasion.

Minister Tarin stated that the KPP is based on the concept of a “bottom-up” approach as envisaged by the Prime Minister. Its beneficiaries will enjoy easy access to agricultural and business loans at zero-mark up without collateral.

Moreover, the KPP will provide a low-cost housing scheme for lower-income groups, enabling them to own houses. Thus, it will promote financial inclusion.

Furthermore, the proposed program is one of the largest of its kind in the world.

It will also bring at least three million families out of the vicious cycle of poverty within the next three to five years, with Rs. 1,600 billion to be disbursed through different products of KPP, Minister Tarin added.

He also gave a briefing about the basic parameters of the KPP and underlined that the NSER of the Ehsaas program is the premise on which the whole program is based and shall ensure transparency in the disbursement of funds and provision of microloans to the targeted households accurately.

During the meeting, Minister Tarin informed the SAPM that the prospective beneficiaries will only be accessed through the Ehsaas NSER database for the sake of transparency.
